BTSI Quality Management Overview

The BTSI Quality Management Plan provides overarching guidance to promote quality in the products and services. We focus on the client in planning quality activities to ensure that customer requirements and applicable best project and technology practices are met, control activities to ensure that compliance with requirements; and assurance activities to continuously improve the quality of solutions delivered to clients and stakeholders.

Quality Management Policy

For each client we create a Quality Management policy describes their quality objectives. This policy provides specific guidance as to the role of the client in ensuring the delivery of products and services compliant with the relevant government and stakeholder requirements, objectives, and standards.

Scope

The Quality Management Plan provides a broad framework for the conduct of quality management activities by the client and contractors. BTSI’s Quality Management process has developed a suite of planning documentation to provide the foundation for this framework. BTSI’s Quality Management Standard Operating Procedures document the purpose, roles and responsibilities, and processes for specific QM activities. The QM Assessment Plan includes more detailed guidance for the conducting the QM assessments described in this plan. Each participating organization or function (depending upon client direction) will need to demonstrate/evince a similar commitment to quality by planning and implementing a program to ensure the quality of activities within their scope.

In the spirit of continuous improvement, we work with the client in adopting standards and developing policies and procedures to improve the quality of products as well as the effectiveness, efficiency, and repeatability of client processes; e.g., project management, financial processes, and acquisitions. Based on program and process improvements, the appropriate organization will need to define and update Quality Management documentation, standards, and procedures.

Quality Management Infrastructure

Client success in promoting quality in products and services will depend upon the commitment and the contribution of all significant organizations to the development and management of these capabilities. While the client’s QM team may provide high leverage efforts and expert guidance, the successful execution of the quality policy will ultimately rely upon the dedication of the client, it’s IT organization, and contractor entities in meeting quality objectives.

Quality System

The Quality Management program represents industry best practices and the training and certification standards adopted by the client. The following table outlines the quality management system.

Quality Planning

Quality planning involves identifying the quality standards relevant to client capabilities, projects, processes, and collaborating with program resources to plan how to satisfy them in a cost-effective manner. Quality planning includes:

Provides comprehensive coverage

- including coverage of all functions an program elements, e.g., projects, processes, and capabilities relevant to the development, implementation, and operation of products and services.

Reflects customer/stakeholder needs

- addresses all stakeholder needs as reflected in government and other stakeholder objectives, requirements, and standards.

Represents a cost

-effective assignment of resources- the quality program developed should represent a cost-effective employment of resources, factoring in prevention and remediation costs.

Is consistent and repeatable

- the quality planning function will create tools for utilization across program quality assurance and control efforts, such as checklists and metrics.

Is tailored and targeted to reflect different initiatives

- the allocation of quality resources and rigor of analysis will reflect the risk associated with technology solution, e.g., project size, type.

Consistent with best practice

- quality standards should reflect the appropriate best and standard practices.
